County fed up with trash pickup problems

The Fairfax County Board of Supervisors, frustrated with repeated or late trash pickups by American Disposal Services, said last week it will look into taking legal action against the company if the situation doesn’t improve soon.

Braddock District Supervisor John Cook (R) and Sully District Supervisor Kathy Smith (D) co-sponsored a May 7 board matter on the trash problem, which by all accounts has worsened in the last few weeks. Cook called the chronic missed pickups “a significant health, safety, and community enjoyment problem” for the county.

“Trash is left on street corners, or in overflowing HOA dumpster,” Cook said in the board matter, which can be read in full here. “This open trash attracts rats and other vermin, it smells, and is ugly. The people of Fairfax County deserve better.”

About 90 percent of residents — including the majority of those in Lee District — are serviced by private trash pickup. The rest, including much of Mount Vernon District, have their waste picked up by the county.

American, the primary company contracted for the private pickups, has blamed the recent service issues on a staffing shortage, Cook said. The county’s Department of Public Works and Environmental Services has been working with American to mitigate the problem, and Cook said county staff has gone “above and beyond the call of duty to help American.”

Cook said the county will continue to work with American on the issue, but on May 21 the Board of Supervisors will have a closed door meeting to discuss where the problems stands. If American is still failing to make pickups, Cook said the county will take legal action against the company.

“[The May 21 briefing] should include an analysis of all applicable consumer protection statutes, potential claims of fraud, or other legal issues potentially arising out of American’s failure to meet its commitments to our residents, and any options for the county to seek legal remedies,” Cook said. [T]his is American’s problem, and we expect the company to solve it in the next two weeks, or else the County will be prepared to take whatever legal action may be available. “

Residents, meanwhile, have taken to Nextdoor.com and Facebook to vent their frustrations, and many have indicated they have switched or are planning to switch to new companies for their pickups. Lee District Supervisor Jeff McKay said he’s been hearing this from residents as well, but noted that the switching of companies has led to other consequences.

“So in some neighborhoods now they have different vendors coming in on the same street every day of the week tearing up the roads,” McKay said, noting a single street could have 5-6 different companies picking up trash or recycling. “This is one of the real bad environmental and infrastructure components [of this problem].”

Fairfax County residents who rely on American Disposal for their trash and recycling pickup have dealt with increased service issues lately.

American Disposal has notified us this afternoon that trash will not be collected today. Trash will be collected on our next collection day - Monday. The thought of trash sitting out all weekend is truly distasteful for most of us.

Please gather and return your trash to your rear yard for temporary storage until Monday. This is certainly a true inconvenience, but we all need to do our part to make the best of this situation.

The trash industry is experiencing a nation-wide staffing shortage (to the tune of about 800,000 drivers according to one source). American, Republic, and other local contractors are all struggling to staff routes. For this reason, the answer is not as simple as switching companies. This is something that we will continue to monitor and work in the best interest of our community as things develop.

Thank you for your patience.

As a reminder, trash can come as early as 7am so we do recommend always getting your trash curbside by 7am to ensure collection. Our collection company can alter their routes to their discretion, our only guideline from them is that they may come as early as 7am, which they did do today!

Time Reminders:
Mon - Trash & Recycle may be placed curbside NO EARLIER than 6pm the evening prior. Should be placed by 7am morning of collection to ensure pick-up.
Thur - Trash may be placed curbside NO EARLIER than 6pm the evening prior. Should be placed by 7am morning of collection to ensure pick-up.

Here are some additional trash reminders for your convenience.

Trash Acceptable Materials

Recycle Accepted Materials
The following items should be collected un-bagged and in your bin. There is no need to collect your recyclables using plastic bags. This makes it harder to process. Recyclables should also be clean and empty. Drips that remain at the bottom of a soda are OK. A half-full can of soda is not OK to place in your bin.

Containers: Jugs, bottles, cartons, tubs, trays, buckets, bins
Cans: Aluminum, Steel, Aerosol
Cardboard: Shipping/Moving (flattened), Cereal, Paperboard, Frozen food
Paper: Office, magazines, newspaper, books, mail, shredded (securely bagged)
Unacceptable Materials - Trash
The following materials require alternative methods of disposal. Check with your local landfill or utilize our "What do I do with" feature at the bottom of this page, https://www.americandisposal.com/customer-support/faq, to understand best disposal options for each material.

Hazardous Wastes: acids, ammunition, antifreeze, asbestos, car batteries, caustics, chemicals, dead animals, explosives, fire extinguishers, fluorescent bulbs, herbicides/pesticides, motor oil, paint, poisons, propane/helium tanks
Electronic Waste: lithium ion batteries can create truck fires. If the material in which you would like to dispose contains a lithium ion battery (i.e. cellphone or laptop), it will need to be brought to a certified e-Waste recycler
Construction Debris: concrete, brick, block and palettes
Large Landscaping Projects: mulch, dirt, rock, stumps and sod
Unaccepted Materials - Recycle
The following materials should NEVER be placed in your recycling bin for collection:

Plastic bags
Plastic foam
What are bulk goods?

Materials collected as part of our bulk goods removal service include: sofas, cabinetry, large furniture, mattresses, box springs, grills, lawn mowers, etc. Please contact us to schedule a bulk good removal.

What are white goods?
White goods and appliances are large household items used to perform specific tasks. These materials are all recycled after they are collected. Materials collected as part of our white goods removal service include: refrigerators*, dryers, washing machines, water heaters, televisions, etc. *Freon must be removed prior to collection.

Please contact us to schedule a white good removal.

Construction/Renovation Waste
Any material that is used for building or renovation projects is considered 'construction waste.' Construction was materials include: concrete (powder or solid form), brick, block, asphalt, siding, pallets, etc.

We cannot collect construction waste in our curbside collection trucks. Please contact us to see if your construction waste warrants a special pick up or is best suited for our roll-off dumpster service, which can handle large amounts of renovation or construction waste.
