MORE FUNDS TO HELP YOUR BUSINESS: Please apply by the deadline below.

At the urging of Councilmember Friedson, the Council approved a special appropriation of $1,250,000 for the Telework Assistance Fund which is being administered by the Montgomery County Economic Development Corporation.

This funding will supplement the original $250,000 the Council appropriated on April 30. Not surprisingly, there has been a great deal of interest in this program. This additional funding will allow the County to meet the needs of many more applicants.

MCEDC is conducting weekly lotteries for all organizations with approved expenditures. The Next lottery will take place on Wednesday, MAY 20 and weekly lotteries will take place until all the funding is awarded.

Montgomery County Telework Assistance Program is now open to applicants.

The program is designed to reimburse Montgomery County businesses and non-profit organizations for expenses incurred implementing a telework policy due to the COVID-19 health crisis. The Montgomery County Economic Development Corporation (MCEDC) will administer and award grants of up to $2,500 to eligible County businesses and non-profits for verified teleworking equipment and software purchased in response to the pandemic. Grants will be awarded using a lottery system (versus a first-come, first-serve system) so as not to disadvantage applicants who may need time to locate receipts, pull their materials together, and submit an application.

On Friday 04-24-20 (tomorrow) the ability to file an unemployment claim by those typically not qualified to do so goes live. Please read the below carefully and be prepared before you attempt to file.

IMPORTANT - Information About Filing for PUA Benefits on Friday, April 24

The Maryland Department of Labor (Labor) is excited to provide an important update about the implementation of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). This Friday, April 24, Labor will be launching the BEACON one-stop application for Marylanders to file claims for all benefit types including the Pandemic Unemployment Assistance (PUA) program entirely online.
The PUA program is available for those who are self-employed, independent contractors, gig workers, sole proprietors, or have insufficient work history. These individuals who are not eligible for regular unemployment insurance (UI) and who cannot work due to COVID-19 are now eligible to apply for a maximum of 39 weeks of benefits, effective January 27, 2020 through December 31, 2020.

You are receiving this email because you visited Labor's website and signed up to receive important updates from the Division of Unemployment Insurance (DUI) about the implementation of the PUA program. Starting this Friday, you will be able to submit an application. If you were recently denied for regular unemployment insurance benefits, you should complete our new initial claim application, which will allow us to determine if you are eligible for PUA or another unemployment benefit program.
After submitting an online application, eligible PUA claimants will receive their benefits retroactive to their earliest date of eligibility. Here is how to file your PUA claim:

• The first time that you visit the application, you will need to activate your account by providing your social security number and choosing a Username and password. If you have previously applied for UI benefits in Maryland, you will need to have your UI application PIN available to validate your identity.
• Once you have activated your account, you will be able to file your PUA claim.
To file a PUA claim, you will need to have the following information available, as applicable:
• Social security number;
• Date of birth;
• Alien registration number, if you are not a citizen;
• Residential and mailing address;
• Telephone number and email address;
• Name, date of birth, and social security number of all dependents under 16 years of age that you will claim, as well the same information for each dependent’s other parent, such as the social security number and date of birth for any dependents that you claim;
• If you worked for the federal government, you will also need a SF-8 or SF-50 form; and
• If you are separated from military service, you will also need Form DD-214, member 4 copy.
To file your PUA claim, you will need to provide information and supporting documentation about your work and income history, which may include the following:
• Documentation of the income that you earned in 2019 (Schedule K-1, Form 1099, or summary of quarterly payments);
• All necessary licenses and permits for your self-employment; and
• Proof of an offer to begin employment that was postponed or withdrawn due to COVID-19.
When you login to the BEACON Uniform application, you will be in your user portal, where you will be able to receive notices and alerts about your account, including notifications regarding any missing documentation. Additionally, you will be able to select your preferred method of communication, including e-mail, text message, or postal mail. All communications will be available in your portal no matter which preference you select, which will cut down on wait times for you to receive information about your claim.
After reviewing your application and supporting documentation, DUI will notify you of your eligibility through the portal and/or your preferred method of communication selected in the application. If eligible, you will need to visit the BEACON one-stop application every week to request the payment of benefits by filing a claim certification. For more information about filing a weekly claim certification, please visit our frequently asked questions. If you are denied or ineligible for benefits, you will receive instructions on how to protest or appeal the determination.
If you are determined to be eligible for unemployment benefits, you will also automatically receive an additional $600 per week from the Federal Pandemic Unemployment Compensation (FPUC) program. The FPUC program applies to benefit payments from March 29th to July 25th. Payment of the $600 will be retroactive to the earliest date of your eligibility within that time period. Montgomery County Public Health Emergency Grant
(PHEG)
Montgomery County will begin accepting applications to its Public Health Emergency Grant (PHEG) program beginning mid-afternoon on Wednesday, April 15. The PHEG initiative is designed to help for-profit and nonprofit businesses with 100 employees or fewer during the current public health crisis.

A sample of the application is now available in English and Spanish on the PHEG program web page. The website provides information for businesses on how to prepare their grant applications. The sample applications will guide businesses in pulling together the information and documents required to file their applications.

A fact sheet describing eligibility and document requirements also will be available in Spanish, Amharic, French, Korean, Mandarin and Vietnamese.

The $20 million PHEG initiative is a collaborative effort between County Executive Marc Elrich and the Montgomery County Council. In addition to for-profit and nonprofit businesses, the program is open to businesses with no employees including sole proprietors and independent contractors.

Montgomery County’s PHEG program is intended to provide financial assistance to establishments that have experienced a significant reduction in revenue as a result of the current public health emergency. The County is encouraging businesses and nonprofit organizations to review other assistance programs and apply to those for which they are eligible.

The County will host webinars to answer questions and provide updates on the PHEG program starting at 9 a.m. Mondays through Saturdays. The first webinar will be held on Thursday, April 16. For links and instructions, visit www.montgomerycountymd.gov/biz-resources/pheg.

Meal Distribution
As part of an effort to ensure student and staff safety, beginning April 20, 2020, MCPS is adjusting its meal site distribution schedule. Meal sites will operate as normal on Mondays, Tuesdays and Fridays. On Wednesdays, MCPS will provide two days worth of meals. On Thursdays, all meals sites will be closed. MCPS believes this change will reduce opportunities for the spread of COVID-19 and help them increase meal production capabilities. This strategy is similar to the one adopted by other Maryland jurisdictions, including Prince George’s County Public Schools.

Additionally, MCPS will distribute printed instructional materials at meal sites every Wednesday beginning April 22, 2020.

Please Note: These changes do not go into effect until the week of April 20. Meal sites will be open every day from April 14 through April 17 and instructional materials will be distributed on Friday April 17.
