Mission: The primary mission of MCARES is to provide dedicated volunteer federally licensed amateur radio operators to governmental, non-governmental and community agencies during times of emergency and disasters thereby increasing safety for and expediting the recovery process of the affected agencies and communities. This is accomplished in part through the training of ARES volunteers in communications procedures, national operational structures as required by FEMA (NIMS, ICS, etc.) and the development of the technical skills necessary to complete their communications missions under a variety of situations including possibly adverse communications conditions. In the course of fulfilling their missions the volunteer personnel of the Amateur Radio Emergency Service (ARES) provide their services and personal equipment to the community at no cost to the community; the service is neither taxpayer supported nor is compensation normally allowed. The Amateur Radio Emergency Service is part of the American Radio Relay League, the national association of radio amateurs which is signatory to a Statement of Affiliation with The Federal Emergency Management Agency. As repeatedly demonstrated in disaster after disaster, when all other communications systems fail, Amateur Radio and ARES comes through! August 21, 2020 – 11AM

Tropical Depression 14 Update

MONTGOMERY COUNTY – Tropical Depression 14 is located near the coast of Honduras with maximum sustained winds of 35 mph. TD14 is moving Northwest at 14 mph with a turn towards the Northwest expected later today. This storm is now expected to become a strong tropical storm or category one hurricane before making landfall most likely along the Texas or Louisiana coast around Tuesday. This storm is expected to be named Marco in the next 24 hours. Impacts will depend on track and intensity which remain uncertain. However, damaging winds and flooding from heavy rains are possible especially if TD 14 becomes a hurricane and makes a center or left side of the cone track.

Tropical Depression 13 was named Tropical Storm Laura this morning and is expected to become a category one hurricane before landfall. Tropical Storm Laura is more of a threat to Florida and the Northeast Gulf states. Montgomery County agencies and resources are on alert and ready to activate as needed next week for our area. Our next update is expected to be today at 5PM.

8 am update: Little has changed overnight with the forecast of TD 14. National Weather Service is expecting TD 14 to develop into a tropical storm later this morning or early this afternoon.

Forecast could certainly change between now and Tuesday next week. Regardless we are in the peak of hurricane season and now is a good time to check supplies and your hurricane plans.

Again use this weekend to prepare. Updates to come as we get them.

Montgomery County ARES is now at Level III, an Increased Level of Readiness due to the weather. Storms will continue today with an increased chance of flash flooding.

Our meeting tonight has been cancelled. Instead we will hold an information net at 8:00 PM on the 147.020 repeater.

All exams previously scheduled for tonight will be rescheduled.

Monitor the repeater occasionally and watch for email updates throughout the day.

The next round of strong to severe thunderstorms is on track to impact the southern half of the state tonight into tomorrow. A complex of storms is forecast to develop across Mexico around midnight and then push eastward across south Texas tomorrow morning. Here is a look at what the radar could look like at 7am tomorrow.

*from Steve Waterman, the Winlink administrator.* Once again, Digital communications on the US Amateur frequencies is being threatened. A new RM-11831, now posted for comments by the FCC, recommends that ONLY open source protocols be used on the Amateur frequencies. It also suggests that all copy be visible to anyone listening. Copying each and every message heard is not how self-regulation is performed. We provide a CW or FEC ID at the end of every transmission. Really, even on SSB voice, a Navaho code-talker cannot be copied! RM-11831 suggests that no compression should be used. Our B2F compression is open (www.winlink.org/B2F) and available for all to see and use by third-party developers. Without compression, transmissions would be from 55 percent to 80 percent longer than they are, currently. This would really jam the current limited spectrum we now have under FCC Part 97.221. Of course, by the very nature of ARQ protocols, such complete over-the-air copy is extremely difficult. And, even though all message content that passes through any control operator’s station is visible, and retainable, at least, for any RMS or client products we have seen, this proposal omits that consideration. After all, it is the control operator who is responsible for his own communications, not Winlink, Microsoft, Kenwood, etc. The Rule Making also suggests that Part 97.221(c), which currently operates outside the very narrow Part 97.221 sub-bands, be eliminated, and that ALL unattended digital stations, ALE, Winlink, NTS/D, etc, be stuffed into the Part 97.221(b) spectrum. As example, that would put all such transmissions within a 5 KHz band space on 40 meters. What this also means is that if those proposing the execution of RM-11831 are successful, Winlink, and other such services, would most likely be boxed in to the extent that interference would become crippling to the safety and well-being of those who depend on it. We are fighting for our lives with this one. Please take a moment and Comment. The URL for Comments is below. if you have others who would be willing to Comment against RM-11831, please engage them, and ask them to provide their own Comments as well. This is a numbers game, plain and simple. If we all wait for the other guy, which is what usually takes place, we may just be without ARQ digital communications within the US. This has an impact on all ARQ protocols including Pactor, Packet, ARDOP, VARA, Winmor, etc. The Winlink Development Team (ARSFI) and others associated with Winlink are writing their Comments, currently. Once the ARSFI (Winlink Dev. Team) completes and posts our Comments, we will ask that you Publicly endorse our Comments on the FCC site in addition to writing your own. I will alert you once this is done. Our opposition has hired a NY Public Relations firm to assist their side of the story. So, we need all the assistance we can muster to keep moving forward with new and enabling digital technologies. Otherwise, our U.S. Part 97 Amateur spectrum will be set back many years without EmComm capabilities and without the tools needed to accomplish EmComm. If you are a member of the ARRL, please also express your opinion to your ARRL Director. This is important and should not be overlooked. The ARRL has placed a “FREEZE” on their own Rule Making (Docket 16-239), which asks to eliminate the limiting 300 baud symbol rate rule. This should be “freeze" should be recended! Of course, each individual places their own opinions for Comments made. I am sharing “talking points” to assist with the process as well as the URL below for posting on the FCC website.
