This evening, at approximately 5:39 p.m., an Antares rocket, carrying supplies, will lift off from a small launch facility in Wallops Island, Virginia. Residents of Loudoun will be able to see the rocket approximately 90-120 seconds after launch.

The vaping rage is out of control. An SRO told me a week ago they are starting to see HEROINE in vapes in HS near Loudoun. That is terrifying.

An underage vaping operation conducted Friday night by the Loudoun County Sheriff’s Office saw six clerks charged with selling Juul pods to customers under the age of 21.

All six clerks were issued a summons under a new Virginia law that took effect in July 2019. Virginia Code 18.2-371.2 prohibits the purchase, possession, and sale of tobacco products, nicotine vapor products, and alternative nicotine products to persons under 21 years of age.

The underage vape operation visited 33 retail locations in the Ashburn Station area. Eleven of the locations recently stopped selling vape products. Nine locations have installed scanners for driver’s licenses which are required to complete the purchase of tobacco/vape products and alcohol. The scanners will invalidate the sale if the license has a birthdate indicating the buyer is under the age of 21. Out of the 13 remaining businesses, six clerks at the following locations sold to the underage buyers:

• Nash Vapes and Cigars – Creek View Plaza
• Tobacco Hut- Vape & CBD – Ashbrook Commons Plaza
• Exxon – Ryan Center Way
• Tobacco Hut & Vape Village – Broadlands Center Plaza
• Shell – Ice Rink Plaza
• Exxon – Flagstaff Plaza

All six clerks were released on a Virginia Uniform Summons.

“The operation sends a clear message to shop owners to take the appropriate steps to ensure tobacco, vape, and alcohol products are not making it into the wrong hands. It’s the law,” said Loudoun County Sheriff Mike Chapman.

Last year the LCSO launched a vaping educational campaign to warn parents and teenagers alike of the potential dangers of vaping. The warning came on the heels of a surge in vaping-related illnesses and deaths.

In Loudoun County, the LCSO begins discussing vaping devices in the D.A.R.E. program at both the elementary and middle school level. The agency also delivers a series of educational forums on vaping in coordination with Loudoun County Public Schools. In an informational video produced by the LCSO, Sheriff Chapman said vapes “have become popular among teenagers nationally at epidemic levels, and because they emit very low amounts of vapor or aerosol, they are often used during school hours, in school bathrooms and even classrooms.” He added, “in Loudoun County vapes have been found on students in both middle and high school.”

Glitch Hits Dulles Toll Road Driver With False Charges

PSA for Smart Tag Users - Based on the reports (many reports) on another page, it seems that drivers are being double charged for tolls on the Greenway/Toll Rd, including sometimes getting a notice for failure to pay (plus fines, etc). Apparently a phone call will get these fines and extra tolls waived.

Someone said there was a Washington Post article stating there was a new billing system and this was happening, I was not able to find that. If someone else can, please post the link in the comments.

Construction Services / The North Star School

The demolition of the former C.S. Monroe Technology Center at 715 Children’s Center Road, Leesburg, is scheduled to begin on or about Wednesday, January 29.

Loudoun County Public Schools (LCPS) wants the public to be aware of this, so as not to be surprised by the demolition and removal activity on the Monroe site.

The 81,500-square-foot C.S. Monroe building, which was constructed in 1977, will be removed to enable construction of The North Star School, scheduled to open in 2021. The demolition of the C.S. Monroe building will take approximately 60 days, including disassembling the building and removing debris from the site.

No explosives will be used in removing the structure. Heavy construction equipment will be operated each work day throughout this process.

The Monroe Advanced Technology Academy (MATA), previously housed at the C.S. Monroe building, moved to the Academies of Loudoun in 2018.

The North Star School will be the new home for LCPS’s Alternative Education and Adult Education programs, currently located at 407 East Market Street, Leesburg. The Alternative Education Program serves middle and high school students who perform better in a non-traditional school. The Adult Education Program provides life-long educational opportunities and support services to adults 18 years and older. This facility is planned to open for the 2021-2022 school year. The members of Veterans of Foreign Wars (VFW) Post 1177 in Leesburg have dedicated themselves to helping connect our veterans with the services and resources they may need to re-enter the civilian workforce, get medical care, or pay rent bills. This is a great group of men and women veterans helping their brothers and sisters in arms. Commuter Bus Recommended Service Changes | Loudoun County, VA - Official Website

Members of the public have an opportunity to shape future routes and schedules for Loudoun County Transit’s Premium Commuter Bus service. The county is seeking feedback on proposed route and schedule changes for the bus service through an online survey. All responses to the survey will be taken into consideration before a final decision is made on the routes and schedules.

The changes are focused on improving the on-time performance of the various routes that travel through Washington, D.C. A major change is splitting the routes that had been designated as “All City” into “DC East” and “DC West.” This change is designed to shorten the travel time for riders on the east side of the district while improving the schedule reliability for riders on the west side. Although the change will result in a reduced number of buses serving either side of the city, the shorter travel times and improvements in on-time performance should offset that change.

Members of the public may submit comments on the proposed changes through an interactive, online survey map that illustrates each proposed route or schedule change. Clicking on the name of the route will display a summary of the current and proposed route with links to a current and proposed timetable as well as the proposed schedule for the corresponding Loudoun County park and ride lot. The survey map is posted at loudoun.gov/proposedroutechanges. The survey will be online through February 3, 2020.

The proposed route changes are scheduled to go into effect in spring 2020.

The Loudoun County Premium Commuter Bus system operates morning and late afternoon rush hour service from Loudoun Park and Ride lots to Rosslyn, Crystal City, the Pentagon, and Washington, D.C. More information about all Loudoun County Transit bus services is online at loudoun.gov/transit.

Christmas Tree Recycling for Leesburg Residents:
Leesburg residents can put their live Christmas trees at the curb for recycling collection in January. The Town's trash collection contractor, Patriot Disposal Services, will collect and recycle Christmas trees on the following days:
Monday, January 6th
Monday, January 13th
Residents should prepare their trees for collection, using the following tips:
Remove all decorations.
Remove tinsel, fake snow, angel hair and garlands.
Remove all lights.
Remove all twine, metal or plastic ties, and string.
Remove stands and bases.
Do not place trees in plastic tree disposal bags.
Place trees at the curb the night before collection day.

Mayor Kelly Burk's Corner

As 2019 ends, I want to thank Supervisor Umstattd for generously allowing me to contribute to her newsletter every month. This year has been a very busy one with lots of events, development applications, and town council decisions. While not everything went smoothly, the council was able to accomplish or begin many important items:
Maintained our AAA Rating with all three major bond rating agencies.
Welcomed over 30 new businesses with ribbon cuttings.
Installed two new public art sculptures, the Stanley Caulkins bench and the skatepark sculpture.
Built two new bus shelters in town.
Replaced the use of herbicides along stream beds with goats to control vegetation.
Began the process to bring the Compass Creek commercial development into the town limits.
Helped to stabilize the Loudoun Museum.
Approved the Church & Market development rezoning.
Denied the Meadowbrook Commercial Center and Westpark rezoning applications.
Approved the use of golf carts to ferry visitors between different downtown locations.
Held a groundbreaking for the Route 7 and Battlefield interchange.
Opened a new U.S. Customs Facility at Leesburg Executive Airport.
Dedicated and named the downtown alley "Lassiter Way" in honor of Nelson "Mutt" Lassiter who owned Robinson's Barbershop in downtown Leesburg for 50 years.
Agreed to convey the Sycolin Community Cemetery to the Loudoun Freedom Center.
Began the Tuscarora Creek flood mitigation project.
Started a comprehensive update of the Town Plan.
I want to thank all the citizens who came to the meetings and bravely stood before us to give us their remarks, to the citizens who watched on TV, and the citizens who e-mailed and called. Thanks to all the people in Leesburg who make our town the great place that it is to live and work, and to the town staff who work so diligently to do their jobs. I hope you have a wonderful New Year!

Bulk Leaf Collection Ends for 2019 Season
All leaves must be bagged or canned and placed at curb for collection on regular trash collection days.
Leesburg, VA (January 2, 2020) – Leesburg’s annual bulk leaf collection ended on Monday, December 30, 2019. Leaves already in the street will be collected as Town crews are making a final run through the neighborhoods this week. However, moving forward, any new leaves must be set out in covered trash cans or placed in bags for collection by Patriot Disposal, Inc., the Town’s trash and recycling contractor.

If residents have leaves during the winter months, they will be collected as trash on residents’ regular trash and recycling collection days, if prepared as noted above. Please set it out with your trash. For more information, please call 703-771-2790.

Loudoun Commissioner of the Revenue Robert S. Wertz Jr. recently mailed notification of 2020 personal property filing requirements to all vehicle owners currently on the county’s tax rolls. Personal property includes automobiles, trucks, motorcycles, campers, trailers, boats, motorhomes, aircraft, and mobile homes. This week, residents will begin receiving notices in the mail with an account number and instructions that they will use to review and update their personal property tax records for the 2020 tax year. The online process allows citizens to review and update information on the more than 369,000 vehicles now located in the county. Beginning January 1, 2020, citizens can access their personal property information online at loudoun.gov/efile, utilizing their tax identification number, mailing address ZIP code and unique account number which is displayed on the notice.

Residents should report corrections, an address change, the sale or disposal of a vehicle, or unusually high mileage as well as unrepaired body damage or serious mechanical defect since these factors may affect the property’s valuation or the number of months a vehicle is taxed in the county. Residents are asked to submit all changes by February 3, 2020, to assist in establishing accurate assessments for the 2020 tax year.

To avoid late filing penalties, newly acquired vehicles or those recently entering Loudoun County must be reported to the Commissioner of the Revenue within 60 days of purchase or move to Loudoun County or one of Loudoun County’s incorporated towns.

Under a new Loudoun County ordinance, as of January 1, 2020, owners of vehicles displaying out-of-state license plates who are not otherwise exempt from obtaining Virginia license plates will be charged an additional annual license fee of $100. A $250 penalty may also be imposed on owners of vehicles that are not registered with the Department of Motor Vehicles within 60 days of the owner’s having established residency in Virginia.
