Josh Fischer is a Brooklyn native and moved to Montgomery County almost 20 years ago. With strong family values, he continues to work for the Montgomery County Child Welfare Services for almost 17 years . Active in the Gaithersburg community, he is dedicated to serving his community by volunteering his time on various City council committees to enhance the quality of life for Gaithersburg citizens.

My name is Josh Fischer. I am running for Gaithersburg City Council. I am seeking the office for Gaithersburg City Council, and with your help, in November 2017, I can make it a reality. I love public service. As a 17 year veteran Montgomery County Government employee, I have invested my time working with our community on various causes including paid sick leave, raising the minimum wage and fighting for affordable housing. I became involved in activism and have joined various local political organizations including the Montgomery County Young Democrats and the African-American Democratic club. I am a member of several Gaithersburg city council committees and commissions including the Commission for Landlord-Tenant Affairs, the Police Advisory Committee and I also was a member of the Community Advisory Committee. If elected to our City Council, I will work to improve affordable housing, expand alternative public transportation and work with the city to revitalize Old Town Gaithersburg and Lake Forest Mall. My goal is to make Gaithersburg a city that works for everyone.

The Gaithersburg Police Department, in partnership with Lakeforest Mall sponsored its 4th Annual “Shop with a Cop” program on Tuesday, December 19th.

Twelve police officers representing the Gaithersburg Police, Montgomery County Police Department, Montgomery County (MD) Sheriff's Office and the Maryland State Police were each paired with a child for a holiday shopping excursion at the mall. The children were selected from referrals to Gaithersburg’s Holiday Giving program. After shopping, the shoppers and police officers took pictures with Santa and then ate dinner together. While everyone dined, Explorers from the Montgomery County Police Explorers Post 1986 wrapped gifts.

Giftcards and dinner for this event were graciously donated by Lakeforest Mall.

Pictures with Santa and the plush polar bears were graciously donated by the Gaithersburg Police Foundation.

Great work to our Gaithersburg Police Department for being recognized.

At the 38th Annual Governor's Crime Prevention Award Ceremony, the Gaithersburg Police Department received honors in two categories.

The Gaithersburg Police Department received an honor for the Governor’s Crime Prevention Award for Law Enforcement Agencies. This award is to recognize those departments who have incorporated an overall outstanding crime prevention program.

The Gaithersburg Police Department received an honor for the Governor’s Crime Prevention Award for Outstanding Proactive Crime Prevention Programs in MD. This award was to recognize the “Internet Purchase Exchange Location” program that is available to our citizens in the police parking lot all year round.

Also recognized at the award ceremony was Officer John Davis. He was recognized for his outstanding contribution to the furtherance of Crime Prevention.

Fixing Transportation Congestion in the DC Region

The region's Transportation Planning Board has been working on a project to measure potential ways to reduce congestion. The current 25-year plan shows that congestion will worsen by about 70% during that time, based on projects planned and expected to be funded. Even if all proposed but unfunded projects go forward, congestion still becomes more than 25% worse.

A special task force was formed to explore additional options. We considered projects, policies, and other plans, and developed a list of 10 that will go to transportation consultants to measure their impact. If some of these will help people to move around the region better, then our leaders would need to determine how to implement these.

Among the proposals that will be tested are several controversial projects, including building a multi-modal outer crossing of the Potomac River, connecting upper Montgomery County with Northern Virginia and reducing traffic on the American Legion Bridge.

There is much support, and much opposition, to this concept. I feel strongly that, if there is a possibility that this project would have a significant impact on reducing congestion, then we should test it to see. A resolution has been proposed at the Montgomery County Council to oppose even the concept of learning whether this might make things better. I don't understand how measuring a proposal is not OK -- we need to approach a major issue like this scientifically and not politically.

I don't know whether an Outer Crossing, or any of the other projects and policies on the list, will make a difference. But considering how terrible traffic is in our region, how can we not at least measure the potential?

Some believe this project would lead to development of the county's Agricultural Reserve. Nonsense. Development is prohibited under our zoning laws today. Unless the County Council changed the zoning, development would continue to be prohibited. The crossing would connect the regions but bypass the reserve.

Others believe that the project would cause financial harm to the tax base in the County. The question here is, could those impacts be measured and mitigated? And is it OK for our local tax policies to cause the nightmarish traffic congestion we deal with daily?

Again, none of us know if any of the ideas will help to make congestion less of an issue... but if we don't put them to the test, then we know things will not improve. Please let your elected officials know that it's time to take positive actions to test new ideas and get our region moving.
