“In reality, the reason New Delhi persists with the same old principles despite changing strategic conditions may be that Indian nuclear capabilities are not all that the assessments suggest. India remains fundamentally vulnerable. For a country facing two nuclear-armed adversaries—China and Pakistan, both of which have territorial aims against India and maintain a strategic alliance by targeting it—India’s nuclear arsenal remains relatively modest: 150 atomic warheads and perhaps 50-60 missiles. Any preemptive targeting of Pakistani atomic assets, for example, would consume most of that arsenal, leaving India utterly vulnerable to a Chinese strike. An attack on Pakistan would, meanwhile, free the Chinese from any moral compunctions against using nuclear weapons of its own even as it undermines India’s own moral authority.”

The country has good reason to want first-strike capabilities. But the actual state of its arsenal suggests that it won’t get them.

About the Speaker:
Kevork Almassian is a Syrian political journalist and commentator and the founder of Syriana Analysis platform. Almassian was born and raised in Syria, Aleppo and pursued his university education in international relations, diplomacy and political science at the University of Kalamoon and University of Balamand.
He was judged best in his class at Kalamoon.
He has also studied at the Sciences-Po in Paris, France.

Almassian is a TV presenter, producer and wrote op-eds in leading Lebanese and international outlets and News channels. He regularly appears on international media to speak about the Syrian conflict.
He also works with the German Parliament Bundestag as social media expert and videographer.

Chad: Regional Forum on Youth, Peace and Security

Guéra—The regional forum on youth, peace and security has marked a turning point in the recognition of the role of young people in peace-building through a multi-level inter-generational dialogue that defined a new national agenda on youth, peace and security. For the first such gathering, young people from Guéra and neighboring regions, youth organizations, non-governmental organizations, came together to agree on a common vision and a road-map in conflict prevention, fight against violent extremism, poverty and build lasting peace.

As the main platform for youth to share their ideas at the regional level, the Forum allowed representatives of youth-led and youth-focused organizations and networks, youth advocates and other youth stakeholders to dialogue with Member States, and to explore ways and means of promoting youth development and engagement. Participants took part in brainstorming sessions, interactive speaker panels and discussions with Member States on different levels. Other gatherings held in the framework of the Forum, including side events, encourage participants to further engage with one another on a wide range of topics.
